I have a Oracle 8.1.7 database running on a 4 cpu Sun V440 with Solaris 8. When a user does a SQL query on the database I see a maximum CPU usage of about 24.89%. It is not query dependent. When I do for example an gzip, the max CPU usage will be more then 25%.

Why is the Oracle process limited to about 24.89% CPU usage and will not consume more CPU % ?
