checkout www.dbzine.com/jlewis14.shtml for a nice clear discussion of index rebuilding or for a somewhat more thorough, but slower to read discussion with evidence http://www.actoug.org.au/Downloads/oracle_index_internals.pdf which Richard Foote pointed us to the other day. Your consultant *may* be correct but I wouldn't bet on it.
