In my mind, there is NO reason for Oracle to charge for a DBA to access OEM or for a _dedicated_ OEM repository and OMS machine for the purposes of administration and maintenance. (I'd be willing to make that an auditable situation.)

The argument is: These tools provide the basic capability to ensure that the Oracle product is properly used throughout the organization. By having properly equipped and trained DBAs, Oracle's success in the organization is clearly demonstrated.

I, however, support a counter-argument that DBA training [on OEM] should be mandatory for each DBA using it.
