For licensing question, as well as 'list' (or MSRP) price, I suggest you refer to http://oraclestore.oracle.com
In this case (with Oracle9i) Real Application Cluster is an option to Enterprise Edition ONLY and you need to pay extra.
As of Oracle10g, RAC is included at no additional charge for Standard Edition but stays an option for Enterprise Edition. (Makes sense to _me_ as I think Standard Edition would be used primarily for 'grid capabilities' such as load balancing and sharing, whereas the focus of Enterprise Edition seems to be high availability and performance.
