I've always followed this approach.

  1. stop and remove all databases - oradim will do this.
  2. run OUI and uninstall everything
  3. delete %ORACLE_BASE% and subdirs
  4. delete %PROGRAM FILES%\Oracle and subdirs
  5. run regedit and delete HKLM\Software\Oracle

with no ill effects.

The caveat is of course that I have never uninstalled 10g just previous releases.
