No. Oracle is misconfigured in some way or the tests are not comparable. Oracle is not, as a general rule, 20x slower than the competition.

If this is for a benchmarking exercise, post the details, if it is query/performance help then do as srivenu suggested and trace the query and see where the time is being eaten.
